Nel 1897, il medico e matematico dilettante Edward J. Goodwin sottopose una proposta di legge al parlamento dello Stato dell'Indiana, dal lungo titolo
A Bill for an act introducing a new mathematical truth and offered as a contribution to education to be used only by the State of Indiana free of cost by paying any royalties whatever on the same, provided it is accepted and adopted by the official action of the Legislature of 1897.
La "new mathematical truth" era un metodo (ovviamente errato) per quadrare il cerchio, che implicava $\pi = 3.2$ (nonché $\sqrt{2} = 10/7$, giusto per non farsi mancare nulla). Per questo motivo, è passato alla storia come Indiana Pi Bill, invece che come "Bill n. 246/1897".
Il testo superò cinque letture in aula, ma non divenne mai legge grazie all'intervento di C. A. Waldo, professore all'Università di Purdue.
